ADULT BASKETBALL LEAGUE RULES


START OF LEAGUE

The City Basketball League will start November 5, 2014.

ENTRY FEE

Entry fee is $462.00, plus the USSSA/Trinaca fee of $50.00 per team, for an unlimited roster.

SCHEDULES

The season will consist of a twelve (12) game schedule and a single elimination post-season tournament, within your own league. Games shall be played as called for by the schedule made by the Sports Office. NOTE: Requests for changing schedules and/or rearranging times to accommodate teams involved in other activities will NOT be accepted.

* FIVE MINUTE GRACE PERIOD

The officials will not forfeit a game until (5) five minutes past the scheduled game time, for 6:30 pm game only. However, if you can field a team at your scheduled game time, they will not wait for specific players. Clock starts at scheduled game time.

GENERAL RULES AND REGULATIONS

1. All games shall be governed by the National Federation of State High School Athletic Association Basketball Rules, the Player Code of Conduct, and the Adult League Rules contained in this document.

2. The game will consist of two, twenty (20) minute halves.
The clock will stop on every dead ball during the final two (2) minutes of each half.

3. Player’s first and last name, and number must be included and entered in the official scorebook. This must be done before game time.

4. Any player receiving a technical foul for unsportsmanlike conduct or unsportsmanlike acts shall sit out the remainder of that half.

5. Each team must present a regulation basketball in good condition and the referee will select the game ball.

6. Every game must start with five players.

7. Gym shoes must be worn by all participants. Soles that mark the floors will not be allowed.

8. Every team must wear the same color jersey with an identifying legal number; the number must be permanently affixed on the back of the jersey, with no duplication of numbers on a team. Numbers must be at least 4 inches in length and ¾ inches in width. Players wearing taped on or magic marker numbers will be considered out of uniform.
VIOLATION: Players will not be allowed to play.

9. The League Director has the prerogative to reassign a team to a different league if he deems it’s in the best interest of the program. A team will start with a 0/0 record in the new division. Only games in that division will count in final league standings.

10. A player/captain is the only one who may communicate with officials. A substitute player may be designated when the original player/captain is not in the game.

11. A player must be sixteen years of age to participate.
VIOLATION: Forfeiture of the game.

12. For safety prevention, jewelry WILL NOT be worn during a game. Participants must remove all jewelry. They may not tape it up.

13. The City of Albuquerque and/or the Albuquerque Public Schools are not liable for lost or stolen articles.

14. A “1 & 1” shot shall be awarded on the “7th” team foul. Two shots will be awarded on the “10th” team foul.

15. Each team will be allowed four (4) timeouts per game.

16. An overtime will consist of five (5) minutes, plus one (1) additional timeout per team. Additional overtimes will be played if needed, until a winner is declared. A jump ball will start each overtime. Clock stops on every dead ball during the final two (2) minutes.

17. On a free throw, a player may not enter the lane until the ball hits.

18. Only official head-bands/sweat-bands are allowed. No hats, scarves, “dew-rags” are allowed.

19. llegal #’s: /01 thru 05/6-7-8-9 in any way. No “%”, decimals and/or fractions.

A player with an illegal #, may “buy” his/her way in the game with a technical.



CONDUCT
The league will be governed by the “Player Code of Conduct” (attached). Managers are responsible for the conduct of their players and therefore must make players aware of all provisions in the Player Code of Conduct.

ROSTER
Each manager must submit a complete roster provided by the Sports Office. The roster must include the player’s name, phone number and identification number (driver’s license).

ROSTER CHANGES
Any and all roster changes must be made by the manager or the assistant manager at the Sports Office. Only the manager can remove his/her name from the roster.
NOTE: Sponsors cannot make roster changes unless they are manager or assistant manager.

ELIGIBILITY
All players must be registered and included on the team roster in order to participate in any City League games. Any player who is not on the roster and has not played two regular season games is not eligible to play in the post-season tournament.

Any player who registers with more than one team in any league shall forfeit his/her right to play in the league.

Teams using suspended player(s) shall forfeit the game in which such player(s) took part to the opposing team. The League Director may take further action against the team.

Men’s teams are allowed up to two women.

PROTEST
Protest on interpretation of the rules will be the only ones considered. No protest on judgment call or caliber of officiating will be accepted. We do welcome any comments or criticisms on the officiating.

The protesting team must notify the court officials and the opposing coach immediately and then the scoring official or court supervisor will make a ruling, which will be final.

Protest on the use of unregistered players or protest on teams using players registered on another City League team must be made PRIOR TO COMPLETION of the game. The officials will ask player(s) to sign official scorebook. Officials will compare pictures on I.D. Failure to produce I.D. is automatic grounds for forfeit. If I.D. is produced game will be resumed and the Sports Office will decide protest the following day.

FORFEITS
When a forfeit occurs, an eighteen dollar ($18.00) forfeit fee shall be paid before the next scheduled game and thirty-six ($36.00) for a no-show. Failure to comply will result in the being dropped from the league.

A team forfeiting two (2) consecutive games or a total of three may be dropped from the league. A win will be awarded to the teams they were to have played. An exhibition game will be put in their place if possible.


Scrimmage games will be allowed during forfeit periods, providing a “Waiver of Liability” is signed. Officials will not call a scrimmage; however, “Players Code of Conduct” is in effect at all times.

STANDINGS
Standings will be available at cabq.gov/recreation.

AWARDS
First and second place team plaques will be given in each division for the post season tournament.

OFFICIALS
Officials assigned shall have the power to banish any player, manager, or sponsor from the game or any other person from the player’s bench or court for misconduct, delaying the game, or any other reason deemed necessary for the good of the game. The official’s decision shall be final, except those regarding misinterpretation of the playing rules.

All officials assigned will submit a written report to the Sports Office within twenty-four (24) hours after the game in which an ejection/banishment has occurred. The reports will focus on the team and player conduct. Any player banished from the game by the official shall be required to leave the bench (OUT OF SIGHT, OUT OF SOUND) and shall not be allowed to remain in the stands or vicinity of the playing court or direct remarks toward the umpire during the remainder of the game.

Any player or coach who is ejected from a game will automatically be suspended from his/her team’s next scheduled game.

Any player who is banished and does not leave the playing area may cause the game to be forfeited. If this occurs, the player is suspended for three (3) league games.

Reminding coaches of remaining time-outs by officials is a courtesy, not an obligation.

ADVISORY BOARD
The Advisory Board will be comprised of players, coaches and sports officials and shall make decisions on individual and team misconduct. Recommendations will be formulated and approved by this Board to improve the program.

ALCOHOLIC BEVERAGES/SMOKING
Alcoholic beverages at basketball facilities are PROHIBITED!!!
This includes parking lots.

State Statute prohibits the use of Alcoholic Beverages on school grounds. Please do not leave trash on school grounds and/or parking lots.
NO smoking on A.P.S. property.

FOOD AND DRINK
Food and drinks are prohibited in the gym. Please remind spectators that violations can result in action taken against the team. Managers are responsible for the action of team members and spectators.


DUNKING
No Dunking! Dunking is prohibited during game, before game, and after the game. Any player who dunks a ball will be ejected.




TO ALL BASKETBALL COACHES/MANAGERS/PLAYERS

In an effort to serve you better, the City of Albuquerque Sports Section
has a system in place for game rain outs/cancellations. Team manager/players will have the opportunity to call the City of Albuquerque’s, 768-GAME (4263) number and obtain information pertaining to snow-outs, game cancellations, and any other information that will affect league play. Please use this opportunity to get the status of your playing facility on your night of play. Snow-outs, game cancellations will not be posted until conditions have been obtained.



The City of Albuquerque, Parks and Recreation, Recreation Services, reserves the right to add or delete any additional rules deemed necessary for the good and safety of the participants of the program.

PLAYER CODE OF CONDUCT


The City Sports Program has adopted the following “Player Code of Conduct”. These rules of conduct will be strictly enforced during the coming season. It’s the manager’s responsibility to ensure all his/her players know, and adhere, to these rules.

1. NO PLAYER SHALL: At any time lay a hand upon, shove, strike or threaten an official. Officials are required to immediately suspend player(s) from further play, and report such player(s) to the League Director. Such player(s) shall remain suspended until his/her case has been considered.
MINIMUM PENALTY: Suspension of one year from the point of detection.
MAXIMUM PENALTY: Placed on suspension for life and/or assault charges filed.

2. NO PLAYER SHALL: Refuse to abide by official’s decisions. Officials are required to immediately suspend player(s) from further play, and report such player(s) to the League Director. Such player(s) shall remain suspended until his/her case has been considered.

3. NO PLAYER SHALL: Be guilty of objectionable demonstration of dissent at an official’s decision. Only one representative, who must be designated at pre-game, shall be allowed to have any verbal contact with the officials.
MINIMUM PENALTY: Warning by officials.
MAXIMUM PENALTY: Removal from the game.

4. NO PLAYER SHALL: Discuss with an official in any manner, the decision reached by such official, except the manager or captain.
MINIMUM PENALTY: Warning by officials.
MAXIMUM PENALTY: Removal from the game.

5. NO PLAYER SHALL: Be guilty of using unnecessarily rough tactics (in the play of game) against the body, or person, of an opposing player. Officials are required to report such player(s) to the League Director.
MINIMUM PENALTY: Warning by officials.
MAXIMUM PENALTY: Removal from the game.

6. NO PLAYER SHALL: Be guilty of physical attack as an aggressor upon any player, official or spectator. Officials are required to immediately suspend player(s) from further play and report such player to the League Director. Player will remain suspended until his/her case has been considered.
MINIMUM PENALTY: Suspension of one year from the point of detection.
MAXIMUM PENALTY: Suspension for life and/or assault charges filed.

7. NO PLAYER SHALL: Be guilty of an abusive verbal attack upon any player, official or spectator. Officials are required to immediately suspend player(s) from further play and report such player to the League Director. Player shall remain suspended until his/her case has been considered.
8. Players are prohibited from the use of alcoholic beverages, or smoking marijuana, in the immediate vicinity of the scheduled playing area, as denoted by City Ordinance. Players, who in the opinion of the umpire appear intoxicated, shall be ejected from the game.

9. Any player(s) being placed on probation, and reported again for violation of the Code of Conduct, will be given a minimum penalty of suspension for the remainder of the probation period.

10. Any player(s) removed from a game must leave the recreation facility (OUT OF SIGHT, OUT OF SOUND) immediately. Failure to do so will result in forfeiture of the game and suspension for three (3) league games for the player(s).

11. The Advisory Board has the prerogative of modifying any Player Code of Conduct rule, and/or penalty, when deemed appropriate.

12. Participants may be held liable for damages caused by negligence.

13. Teams are responsible for the conduct of their spectators. Failure to control disruptive spectators may result in forfeiture of the game to the opposing team.

14. No glass containers are allowed at City facilities. All beverages brought to City facilities must be in plastic containers or aluminum cans. Failure to do so will result in corrective action.

15. All City League participants are governed by the afore stated rules which cover all conduct before, during and after the game.
